Commander Everett Hayes, USN(ret), Director of Business Development

 Mr. Everett Hayes has led a distinguished naval career with extensive experience managing a myriad of complex projects through the stages of planning and design to implementation and sustainment.  He has served as the principle contact with senior Navy leadership, operational commanders, congressional staff members, resource sponsors (OPNAV), technical agents (PEO/SYSCOMs), and implementation teams for major Naval Command and Control, Communications, Combat Systems, Intelligence (C4I) programs.  Mr. Hayes gained a wealth of experience preforming assignments that included validation of requirements and prioritization of resources for multimillion-dollar IT and communications implementation plans. He generated synchronized implementation plans for shore and shipboard C4I systems accounting for multiple complex programmatic, technical, and operational constraints. He also directed cross-functional technical projects with resource sponsors, technical agents installation/planning teams and Navy customers while balancing changes in operational requirements, personnel, budget, and schedule.  Mr. Hayes participated in the development of the Concept of Operations (CONOPS) for the Navy Continuous Training Environment, Next Generation, and Navy Network Enterprise programs.

Prior to joining with Reveal Global Consulting, Mr. Hayes has served a Business Development and Sales Account Manager for AMSEC and Akima, LLC.  He was responsible for identifying and qualifying new business development opportunities and overseeing capture management and proposal development. He conducted new business pursuits focused on C4ISR, C5I, Cyber and IT design, engineering, development, installation, maritime operations and total lifecycle support.  He was responsible for customers in DoD and DHS. He determined staffing requirements for prime efforts; identified and qualified industry partners and identified teaming opportunities for subcontracting opportunities. He also maintained a “pipeline” for new business and recapture efforts of existing contracts, ensuring the accuracy of the data for all opportunities. His pipeline resulted in successful business with SPAWAR HQ, SPAWAR Service Centers (SSC) LANT/PAC customers, resulted in the win of the SPAWAR Global C4I Installation contract and several of the SSC LANT Pillar contracts.

As Officer in Charge of the NMCI Global Network Operations Center, he managed day-to-day operations of the largest intranet in the world with over 750 thousand users, data centers, and individual devices that spanned the entire United States. He was responsible for the oversight of all contractor operations to deliver uninterrupted Classified/Non-Classified services to over 750 thousand Navy users.  He worked closely with the Program Office and prime contractor to develop processes that address change management and incident/event response to enabled NMCI to meet the demand signals of this highly dynamic operational environment.
