Reveal Global Consulting has an exciting opportunity for an experienced Sr. Proposal Manager. Reveal is an 8(a), SDVOSB, advanced analytics solutions company that specializes in providing support to both Federal and Commercial customers. The Sr. Proposal Manager will be responsible for effectively and efficiently leading Reveal’s proposal activities and will support the Business Development team to identify, assess and prioritize opportunities. The ideal candidate for this position will be detail-oriented, conscientious, and a self-starter with a proven track record of managing and winning proposals within the Federal marketplace.  The person will be comfortable leading proposal activities and is a thought leader who sees the big picture without overlooking important details. The person should be able to operate in a fast-paced environment while adhering to proposal schedules and deadlines.


  • Advise upper management on bid and proposal (B&P) strategies
  • Support “go or no go” opportunity assessments with BD and leadership teams
  • Develop and manage proposal work plans, including tasks, timelines, budget estimates, and submission deadlines
  • Analyze the RFP and amendments; create the proposal outline, design, style templates, and RFP compliance matrices
  • Assist in the development of win themes and identify discriminators
  • Perform research and obtain needed information to support proposal activities
  • Support identification of appropriate teaming partners and administration
  • Ensure subcontractors understand their roles and responsibilities required for proposal development, meet timelines, and provide needed information
  • Develop color team review plans
  • Lead proposal development process through review stages; address review comments and incorporate required revisions
  • Generate proposal “lessons learned” summary at proposal completion
  • Ensure consistent practice across the proposal process
  • Provide recommendations and solutions to proposal challenges
  • Develop and manage proposal content repository


  • Bachelor’s degree or equivalent
  • Must have proven experience developing winning proposals for Federal agencies
  • 8+ years of related proposal preparation experience in a government contracting environment experience
  • 3+ years supervisory/management experience
  • Knowledge of government proposal opportunity tools, such as GovWin, eBuy and/or beta.Sam
  • Excellent written, editing, and verbal communication skills
  • Experience in or understanding of the technology sector and IT federal contracting


  • Familiarity and/or certification in the Shipley Process of Proposal Development
  • Familiarity and/or experience in formulating price-to-win strategies
  • Experience with business process improvement initiatives
  • Association of Proposal Management Professionals (APMP) Certification
